Gentleman,
I have the honour to notify you that I
am in receipt of telegraphic advice from H.M's
Consul General for Netherlands India to the
effect that H.M.'s Government hope shortly to introduce a ay stem of certificates of non-enemy interest in all statutory list countries.
In this connection you should note
that any firm that persists in exporting sugar
that has passed through enemy hands will be
recommended for inclusion in the black list
